The roles and responsibilities of the Chief Digital Officer (CDO) are as follows:
Lead digital transformation initiatives across the organisation through the strategic use of data, analytics, and digital technologies to deliver public services that are secure, efficient, intelligent, reliable, and responsive to the needs and expectations of citizens.
Drive the organisation's digital transformation agenda based on its Digital Strategic Plan (PSP), aligned with the organisation's Strategic Plan and Risk Management Plan, by fostering a data-driven culture, adopting a citizen-centric approach, and embedding security-by-design principles in the design and delivery of digital services.
Transform the organisation's digital service delivery by enhancing customer experience through a Whole-of-Government approach, leveraging innovation in data sharing, open data, and emerging technologies.
Plan and coordinate cybersecurity action plans to ensure that the agency's data and ICT infrastructure are continuously protected against both internal and external threats.
Plan and assess the organisation's digital service requirements, service design, and the development and operational budgets necessary to support digital transformation initiatives.
Lead the organisation's digital transformation by leveraging data and technology in alignment with current Government policies and strategic plans.
Plan and ensure that the implementation of digital transformation initiatives is aligned with current Government policies and strategic plans, as well as the Organisation's Strategic Plan, which is aligned with the Digital Strategic Plan (DSP).
Establish a data-driven organisational culture that embraces a principle-based approach through the effective use of data and digital technologies.
Create and foster a digital environment and culture within the organisation to enhance digital literacy and promote a better understanding of technology adoption, thereby strengthening the delivery of digital government services.
Lead the organisation's ICT governance to drive the implementation and institutionalisation of digital transformation and digital culture.
Chair the ICT Steering Committee (JPICT) and the Digital Technical Committee, carrying out the roles and responsibilities in accordance with the respective Committees' Terms of Reference and the applicable Government circulars.
Strengthen the organisation's digital governance structure and coordinate the adoption and implementation of policies, standards, and global best practices.
Report on the implementation and progress of digital transformation initiatives to the relevant digital governance bodies, including the ICT Steering Committee (JPICT) and the Organisation's Digital Technical Committee.
